Substantive office action matter includes the following.

  1. Marks that are initially rejected for being merely descriptive;
  2. A refusal based on geographically descriptive;
  3. A refusal based on surname; 
  4. The refusal based on deceptive matter;
  5. The likelihood of confusion; and
  6. Any other generic refusal, etc.

USPTO examining attorney usually gives 6 months to respond to this initial rejection through office action.
